- Benjamin Cardin (D-MD) - Co-sponsor of PIPA but has changed his stance to "no" as of 18 January
- Barbara Mikulski (D-MD) - No to SOPA, undecided on PIPA
- Mark Warner (D-VA) - No to both SOPA and PIPA
- Jim Webb (D-VA) - Remains uncommitted until shortly before a vote
